 Governance innovativa per città portuali sostenibilis

Promuovere il dialogo Città Porto attraverso un rinnovato approccio di governance volto a conciliare la ricerca di prestazioni economiche e ambientali con il benessere e l’aspirazione della popolazione
  1. Garantire una migliore rappresentatività di tutti gli attori, inclusa la società civile, nelle istanze decisionali Città Porto.
     

  2. Impegnarsi in una consultazione continua e a lungo termine nella regione Città Porto.
     

  3. Garantire una gestione trasparente delle regioni Città Porto e adottare sistemi di informazione aperti.
     

  4. Sviluppare processi collaborativi, basati sulla conoscenza scientifica e sulla conoscenza della società civile, per il processo decisionale.
     

  5. Stabilire una politica territoriale equilibrata tra usi urbani e porto attivo, in particolare sul waterfront.

Ceuta [Spain]

Besides engaging with the citizens, local companies are also a relevant group of actors for port-city governance, including those responsible for “urban” activities. The Port of Ceuta has organized meetings with organizations representing the local businesses such as the Confederation of Companies of Ceuta and the Chamber of Commerce, and the city to establish a dialogue. The different actors agreed on several governance measures concerning the concessions and changes of the land use, towards a new port-city interaction in the area of Cañonero Dato, on the port-city interface. In this case, the port authority must also establish a dialogue with the central government managing the agreement with local actors. The port and the city are collaborating to establish a new collaboration agreement that will facilitate the transition of uses in several port areas. The new agreement should also take into consideration the remarks from local companies that see the port as a development pole for new activities and services.

Quebec [Canada]

Port of Quebec has established the Community Relations Committee as a primary communication channel with local stakeholders. These committee has three main goals: to establish a continuous communication with the community, to improve the way port projects are implemented and gather suggestions from all different groups. Additionally, the port of Quebec enacted the Environmental Citizen Participation Process (ECPP) to structure the citizen consultation regarding major development projects, such as new cruise terminal or new unloading facilities. The three main goals of the ECPP are: to gain the social recognition for exemplary territorial management, to constantly improve the environmental performance of the port, and to develop a positive relationship with the port-city community.

Halifax [Canada]

The Port of Halifax has discussed with surveys and presented since 2015 the different options to structure its growth, profiting from the expansions of containerized cargo. In the website created for the online consultation, citizens could get first hand information on the different alternatives and take the survey to express their opinion and preferences. Besides information about the planning alternatives, the website also includes didactic material and port terminology to help locals to understand what is been discussed, so they can give a well educated opinion.
